The following is the Letter of complaint to KLM. They got it already. Awaiting response

I am a passenger of KL1624 on 18th August 2008 and I have sent a compliant through internet last week. No response is received yet
First of all, I requested for extra luggage when I bought my ticket via the travel agency. The agency replied to me that she was failed to do so. Then I contact KLM HK by myself, extra luggage was not given and I told them my extra luggage was counted as "sport equipment" when I went to Norway in 2006. I clearly indicated that I go Italy for model boat racing and the extra luggage was for my boats on telephone conversation. KLM HK said that the decision to count as "sport equipment" or not must be left to their colleague in the airport check in counter. I did internet check-in on 1st August and I did not buy baggage coupon for the above reason. When I check-in in HK airport, I showed all documents I have but the check-in staff refused to count my extra luggage in "sport equipment" rate and internet check-in could not be done again in the airport to buy the 30% off baggage coupon. Finally I paid full cost HKD3710 for my 10 kg overweight.
On 18th Aug 2008 I have done my racing and reached Malpensa Airport on time. I did not have chance to buy baggage coupon on internet so that prepared to pay HKD3710 again. Your colleague in the check-in counter was not sure about whether my baggage can be accepted or not so that he consulted his supervisor Giovanna Consonni. Giovanna also could not make her own decision so that she consulted her colleague in dangerous goods department of KLM headquarter.
A bad news to me: "Your boats can not be accepted as baggage for alcohol and oil was used as fuel. You must send them by cargo by yourself" I was very surprised and told Giovanna that it was KLM who took me and my baggage to Italy. Why not taking me back to HK? The answer from her dangerous goods colleague was "KLM should not do the same mistake one more time"
I have been doing model boat racing in Europe by KLM since 2001 and by other airline since 1994. In addition that I am a Chemical Engineer, I know what can be carried and what should not be carried. I clean my boat very well before boarding, fuel tanks and engines were emptied and cleaned, No liquid, oil or compressed gas at all in my baggage. What is the reason not to accept my baggage?
In order not to miss the flight, I compromised to throw away all fuel tanks (very clean) in my boats which cost me more than HKD3000. Surprised that it was not accepted as your dangerous goods colleague said that my engines have been used so that can not be accepted. I could not throw my engines for their cost was too much. I missed my flight eventually.
Giovanna Consonni was willing to help. She asked me to get a declaration from manufacturer to declare that my boats are safe to take as baggage. All Italian manufacturers were on holiday but I finally found a British manufacturer to write the declaration. However, your dangerous goods colleague still did not accept to take my baggage for the same reason. "Your boat and engine have been used with alcohol and oil". According to the rule my baggage can not be accepted. Please tell me which rule was according to.
I have no choice. After many efforts I found a local Italian who was willing to take my boats and send to me. While he was coming to Malpensa airport I started to ask for flight from the other airline. Alitalia got no flight to HK. Air France and Lufthansa were too expensive. Finally I found an affordable flight in Swiss Air and no doubt that they accepted my baggage. Swiss Air did not charge my overweight too. I was on my way home finally with 6 hours delay and EUR 779.54 extra cost.

However, KLM disappointed me very much. The ticket from KLM is fair. I took KLM again for I took KLM for three or four times to go model boat racing in Europe. However, KLM charged me excess luggage. Took me and my boats to Italy but refused to take my boats back for a non-sense reason. KLM left a foreigner in Italy and asked him to back to Milan centre which is 50km away from the airport to send his 30kg oversize baggage by cargo by himself. How can a foreigner do it in a foreign country? How reliable is KLM?
The decision not to accept my boats as baggage was totally wrong. My boats and engines used alcohol as fuel but they were cleaned and emptied before packing. Wine is alcohol and a certain amount of wine is allowed to be carried by all passengers. Wine is provided in catering service on the plane too. Please note that I was not carrying any alcohol. I was carrying several open end plastic bottles ever filled with alcohol and several pieces of small metal ever used with alcohol. Alcohol was gone. Everything was cleaned. My baggage was even not opened for inspection. Your colleague from dangerous goods department did all his judgement on the phone.
I am a Chemical Engineer working in a University and I handle variety kinds of chemical and biological substances in my daily work. According to the judgement of your colleague from dangerous goods department, am I not allowed to travel by KLM anymore?
It was absolutely a farce.
I hereby claim for refund of excess baggage, return ticket with airport tax and compensation for extra time and cost.
This letter will be faxed to KLM China and emailed to Giovanna Consonni in Malpensa airport. Hope to hear from KLM shortly.
